Within the context of universal healthcare, the Pan American Health Organization (PAHO) has emphasized the importance of ensuring that all individuals and communities can access comprehensive, suitable, timely, and high-quality healthcare services without facing discrimination. Nevertheless, unequal power dynamics and domination have resulted in situations where individuals from specific ethnic backgrounds, including indigenous, Afro-descendant, and Roma populations, consistently encounter various forms of discrimination and exclusion.
These disparities lead to social injustices and inequities. Ethnic-based marginalization and discrimination, including institutional racism, intersect with other structural factors like gender, contributing to health disparities in a region known for its diverse ethnic and cultural heritage.
To assist Member States in implementing the recommendations outlined in the Ethnicity and Health Policy, this document introduces the Ethnicity and Health Strategy and Action Plan for the period 2019-2025.
